INDIANAPOLIS (October 15, 2026)<\/strong> – The Annex Group®<\/a>, a leading impact housing developer that creates affordable, workforce and purpose-built student housing communities, today announces plans for Central at the Horizon, a new affordable housing community in Fargo, North Dakota. Located at 11 12th Street North, 58102, Central at the Horizon will be on nearly two acres of property and offer 262 one-, two- and three-bedroom units to households earning up to 60 percent of the area median income (AMI).<\/p>\n “Fargo is a wonderful place for people to live, and because of that, housing availability is in short supply in the area,” said David Wesner, Senior Vice President of Development for The Annex Group. “Central at the Horizon will be in an area where households are mostly renting and populations are growing. We believe it will be a positive addition both to people looking for affordable housing and for the surrounding community.”<\/p>\n<\/blockquote>\n \nThe community will consist of four stories of residential units above a one-story parking garage (five stories total) and will include amenities such as a community center, fitness center, business center, play area and picnic area.<\/p>\n “We are proud to bring Central at the Horizon to the people of Fargo,” said Tom Tomaszewski, President of The Annex Group. “It will sit on property that has been vacant for nearly a decade, and it will bring new construction and a host of desirable amenities to the neighborhood. We’ve found some nearby complexes are operating on a waiting list, so we’re thrilled Central at the Horizon can help ease the housing shortage in the area.”<\/p>\n<\/blockquote>\n \nPartners on the project include BVH Architecture<\/a>, Summit LIHTC Consulting<\/a>, MBN Engineering<\/a> (Civil), Braun Intertec <\/a>(Environmental Consultant) and Impact Housing Indiana Corp. <\/a>The City of Fargo <\/a>and The State of North Dakota Department of Commerce <\/a>approved Renaissance Zone tax abatements for the development. The North Dakota Housing Finance Agency<\/a> (NDHFA) provided $3 million through the state’s Housing Incentive Fund program. WNC <\/a>provided approximately $38 million in total equity, while Citi Community Capital <\/a>provided more than $36 million in permanent debt financing as well as $66 million in construction financing. The Annex Group also thanks the North Dakota Housing Finance Agency for its continued support of affordable housing across the state of North Dakota, specifically through the issuance of 4 percent tax credits and $47.5 million in tax-exempt multifamily housing bonds, one of the largest bond issuances for multifamily housing in North Dakota to date.<\/p>\n “Central at the Horizon showcases what can be achieved when public and private partners come together with a shared commitment to expanding housing opportunity,” said Jim Bendernagel, Director, Citi Community Capital. “As Fargo continues to attract new residents and employers, expanding the supply of affordable housing is essential to ensuring that working individuals and families have access to quality homes they can afford.
