INDIANAPOLIS (October 6, 2026) – The Annex Group®, a leading impact housing developer that creates affordable, workforce and purpose-built student housing communities, today announces an open house and ribbon cutting ceremony for Union at the Marina, an affordable housing community in Dubuque, Iowa. The community brings 201 one, two and three-bedroom units to households whose income level is at or below 70 percent of the area median income (AMI). Details of the ribbon cutting and open house include:

“There has been ample community interest in Union at the Marina, indicating the strong need for housing for people living in Dubuque,” said David Wesner, The Annex Group Senior Vice President of Development. “We are proud to help fill the need for housing in this growing city while providing a beautiful and convenient property that will enhance the neighborhood.”
The $55.1 million community is located on just over five acres of land and features two four-story buildings. Union at the Marina brings amenities designed to provide residents with opportunities to gather, exercise and enjoy the outdoors, including a playground, community center, fitness center, picnic area, dog walking area and on-site property management. The community also includes a rooftop deck, with views of the Mississippi River from the east end of the property. Located in Dubuque’s Point Neighborhood, Union at the Marina is situated near two schools, a park, pharmacy, grocery store and post office.

Partners on the project include ASK Studio, Axiom Consultants and Impact Housing Indiana Corp. The City of Dubuque provided acquisition grants, tax increment financing (TIF) and lift station upgrades. WNC provided approximately $21 million in total equity, while Piper Sandler provided more than $24 million in permanent debt financing as well as $36 million in construction financing. The Annex Group also thanks the Iowa Finance Authority for its continued support of affordable housing across the state of Iowa, specifically through the issuance of 4 percent tax credits and tax-exempt bonds.
Union at the Marina represents The Annex Group’s continued commitment to expanding access to affordable housing in Iowa. This will be the company’s third open house this fall, with Union at River’s Edge and Union at Bluff’s Run celebrating their operational status earlier this fall.
