INDIANAPOLIS (March 18, 2025) – The Annex Group®, a leading impact housing developer that creates affordable, workforce, student and market-rate housing communities, announces it has hired Matt Keane as Vice President of Public-Private Partnerships (P3) and promoted Matt Zetzl to P3 Development Manager. An industry veteran, Keane joins The Annex Group with more than two decades of experience working in the fields of architecture, engineering and construction (AEC) focused on higher education and university partnerships.

In this position, Keane will provide business development and partnership solutions, and leadership for The Annex Group’s growing P3 team. Jason Taylor who joined the company in March 2024, leads the company’s P3 real estate development strategy as Managing Partner for Public-Private Partnership.

In his two years with The Annex Group, Zetzl has played an integral role in the firm’s P3 pursuits, including two recently awarded P3 developments.
