]]>With 2,114 units currently under construction and 1,281 units completed between 2021 and 2023, this is The Annex Group’s third time appearing on the list which is created based on self-reported data from participating firms being analyzed by Multi-housing News’ weighted formula.

- Central at South Haymarket, an affordable housing community in Lincoln, Nebraska
The company also completed construction on:
- Union at Middle Creek, an affordable housing community in Lincoln, Nebraska
- The Annex of Bloomington, a workforce housing community in Bloomington, Indiana
- Union at Pacific Highway, an affordable housing community in Corvallis, Oregon
- Union at Oak Grove, an affordable housing community in Howell, Michigan
- Union at North Crossing, an affordable housing community in Waterloo, Iowa
- The Annex of Pullman, a student housing community in Pullman, Washington
According to Multi-housing News, “There has been significant multifamily development this year. As of early November, the national pipeline included nearly 1.2 million units under construction and more than 4.4 million units in the planning and permitting stages, according to Yardi Matrix data.”

INDIANAPOLIS (December 12, 2024) – The Annex Group®, a leading impact housing developer that creates affordable, workforce, student and market-rate housing communities, today announces plans for a new affordable housing community in Council Bluffs, Iowa. Union at Bluffs Run will offer 192 one, two and three-bedroom units to households whose income level is at or below 60 percent of the area median income (AMI). The $58.2 million community will be located at 2430 S. 19th St., Council Bluffs, IA 51501. A ceremonial groundbreaking bringing together community partners, local leaders including Council Bluffs Mayor Matt Walsh, and the community took place yesterday, marking the official start of construction on the project.
“Entering the Council Bluffs area is a natural fit for The Annex Group,” said Ryan Clark, Senior Vice President of Development at The Annex Group. “As an organization, we’ve expanded our footprint in Iowa and see this as another opportunity to bring affordable housing to a growing area that truly needs it. We look forward to becoming a part of this great community.”
Union at Bluffs Run will be on more than ten acres and consist of four, three-story apartment-style buildings and an additional, single building which will contain the community room, fitness center and leasing office. Other community amenities include a playground, a dog walking area and a picnic area.
“Everything about this community has been decided with future residents in mind,” said Derek Hays, Director of Development for The Annex Group. “We truly believe it will enhance the surrounding community and be a welcome place for people to gather and enjoy life. With the help of incredible partners, we’re creating a community that we are very proud of.”
Partners on the project include: RQAW, Snyder and Associates, the City of Council Bluffs, Merchants Capital, which provided more than $22 million in total equity and over $24 million in permanent debt financing, Merchants Bank, which provided more than $40 million in construction financing, and Fannie Mae. Thanks also to the Iowa Finance Authority (IFA) for their continued support in providing affordable housing across the state of Iowa, specifically through the issuance of 4 percent tax credits and tax-exempt bonds.

Union at Bluffs Run is expected to open in fall 2026. This will be The Annex Group’s fourth affordable housing community located in Iowa. INDIANAPOLIS (November 7, 2024) – The Annex Group®, a leading impact housing developer that creates affordable, workforce, student, active adult and market-rate housing communities, today announces a grand opening and ribbon cutting ceremony for Union at Middle Creek, an affordable housing community in Lincoln, Nebraska. The community, which provides affordable living for individuals and households earning up to 60 percent of the area median income (AMI), offers 192 one, two and three-bedroom units. Construction on the property began in 2022, and the $34.44 million community is now leasing.
Future residents, community members, company partners and the media are invited to join The Annex Group in officially unveiling Union at Middle Creek. Details of the ribbon cutting ceremony and grand opening include:

The city of Lincoln and its partners created an Affordable Housing Coordinated Action Plan in late 2020 that provided a thorough understanding of the demographics and housing conditions in the area. It noted, “Since 2010, only nine low-income housing tax credit (LIHTC) projects have been placed with 537 units.”
“Lincoln is a growing city with an increasing population and competitive job market,” said David Wesner, Vice President of Development for The Annex Group. “This is an area where affordable housing is needed, and the addition of these units will make a true difference within the community. That’s something we’re very proud of.”
This is The Annex Group’s first community in Nebraska. Property amenities include a clubhouse, fitness center, nature trail, and a balcony or patio for all units.
“Union at Middle Creek’s location was strategically chosen to be appealing to the people of Lincoln,” said Tom Tomaszewski, President of The Annex Group. “Within one mile of the community is a grocery store, bank and public transportation. Union at A2 will feature a community center, bike storage, fitness center, on-site leasing office, outdoor picnic and grilling area, and a playground. The community’s location was planned with future residents in mind. It is in close proximity to dining, retail options, a pharmacy and schools. Partners on the project include: BKV Group, Midwestern Consulting, the City of Ann Arbor, Michigan State Housing Development Authority (MSHDA), which provided $35 million in permanent mortgage dollars, $15 million of soft debt, Grow America, which provided $22.5 in LIHTC equity, and Ann Arbor Housing Commission, which provided $3 million of soft debt.

INDIANAPOLIS (October 10, 2024) – The Annex Group®, a leading impact housing developer that creates affordable, workforce, student, active adult and market-rate housing communities, announces today it has broken ground on a new student housing community at the University of Memphis.
The new community will feature 542 beds within studio, two-bedroom and four-bedroom units, and be part of the Park Avenue Campus, which is also the future site of Tiger Park, the integrated academic and athletic facilities complex the University of Memphis has in the works. The community is being built to house both university students and student athletes.
“We are thrilled to officially begin construction on this property that will appeal to students and student athletes alike,” said Tom Tomaszewski, President of The Annex Group. “Working side by side with the university has helped to ensure we’re providing innovative and desired amenities that will enhance Park Avenue Campus as well as the lives of those students choosing to live there.”
Speakers at the groundbreaking event included Tomaszewski and multiple University of Memphis representatives: Bill Hardgrave, President, Cato Johnson, Chairman of the Board of Trustees, Rene Bustamante, Executive Vice President and Chief Operations Officer/Chief Financial Officer, Tim Duncan, Senior Deputy Athletics Director, and Melinda Carlson, Vice President of Student Affairs.

The new community is being designed with today’s college students in mind and will feature study spaces, social spaces and outdoor living areas, as well as grab-and-go dining options.
After a groundbreaking event yesterday at the Park Avenue Campus, construction on the community is now officially underway, with the community expected to open in fall 2026.
This will be The Annex Group’s second housing community in Memphis. The Annex of Memphis, an off-campus housing community located within walking distance of the University of Memphis, opened in 2021.

Located at 228 and 229 South Grant Street in Bloomington, Indiana, The Annex of Bloomington features 102 studio, one, and two-bedroom options within two buildings.
